Location of Start Menu icons for all users.

The location you mentioned is not where the icons for all users live.

C:\Users\All Users\Microsoft\Windows\Start Menu\Programs

Also make sure that you are using the multi-user install if you are just installing the client. If you are installing the Admin / Developer clients, then of course you have no choice but to install the single user mode.
